Valerie Freeman, immediate past Chair of the Board of the Dallas County Community College District Foundation, with DCCCD Rising Star Scholars. 

Rising Star Scholarships, made possible by the DCCCD Foundation, enable any student who graduates from a Dallas County high school with a B-average or better and financial need to obtain a full two-year scholarship to any DCCCD college for any degree or certificate program.
